its not released in the uk until about midnight tonight maybe 1am tomorrow but that's not down to valve/steam they aren't allowed to release it for you to play in the UK until the publisher gives them permission
bethesda get a bigger cut of the money if you buy it in a shop so they delay the digitally distributed version by region hoping to sell more hard copies, valve take a share of their profit as well if you buy it on steam
i bought it on steam and its downloaded and ready to go once bethesda give valve the all clear to decrypt the files, actually it's been patched twice since i downloaded it a few days ago!
quite clever by beth soft really, forcing a steam install means they don't even have to pay for the bandwidth to patch it initially and they ring fence some income by encouraging you to get a physical copy

I just find Steam really annoying, but I suppose gone are the days where you didn't have to use Steam :(
