It's got nothing to do with speeding it up, it's the fact that without it you have no chance of stealing baron and the other teams buffs or counterjungling effectively at all :p
Stealing Baron with smite is easier said than done, and TBH I think there are better ways to do it at the point of the game where stealing Baron is actually relevant. The range of smite is not enough to be cast from above Baron, so you will have to go down there in the middle of the enemies who are taking it, at which point you can just spam all your abilities on the Baron instead.
As for counterjungling, yeah. Any decent jungler, however, has wards set up so it's not that easy to do it.
