No, it just eliminates the possibility of your cursor hitting the edges of the screen and thus stopping the movement when playing with a higher dpi.

If you use a relatively high sens ingame, yes, but with a lower resolution and sensitivity, you might still experience the stuttering.

Ye, improves my hs ratio as fuck.
Usefull for high sens and high dpi.
