With cl_packetdup any lost packet will be resent. Most people will prefer to keep this at 1, if you want less upload use cl_packetdup 0 (ventrilo, belgian isp, etc)
R_finish has to do with mouse / keyboard input not being in synch with your frames. Never heard anybody having problems with it, but you can keep it at 1 just to be on the safe side. Should reduce you framerate by a tiny bit but never noticed it realy.
and r_finish makes sure you see the finish pirates [arrr finish]
