The Desire S is on a newer gen (I believe) Snapdragon which probably gives it an edge over the Galaxy S, along with the Galaxy S having lower RAM. HTC and Samsung both have good build quality so thats not really an issue.
Desire S - Newer, more RAM, slightly smaller screen
Galaxy S - Older, less RAM, bigger (and higher quality screen generally)
I currently have the Galaxy S myself and love it, still go awhile till my upgrade though, maybe Kal-El will be in my next phone :D
Between 3.7 and 4 most likely not, I personally prefer the 4" phone of mine to say, the 3.5" of an iPhone, haven't really used anything with 3.7" to say, if have large hands or suck with onscreen keyboards, get the Galaxy S otherwise probably not worth it
