Everybody knows that effect in Sin City when you see only red and black
and white colors.
My question is: Is it possible to make that in vegas ? If yes, how?:)

you could use combustion, and the you select which colour becomes which....
for example blue ==> red
green==> red
....===> black
etc
you do this with every single colour you have. Then you have it !

our #2 you just use black white first, then you use vector effects / or just overlay the parts you want in red

it is possible, work with several layers nstuff:)
