Help with choosing a pc for my friend

So my friend wanna buy a new pc on which he can get 125 fps in ET in every map and also more than 100 fps in COD4 and also +50 in CODMW2.

Ok for the cpu but the gfx like squall said is very shit for cod4 and mw2

even my shitty machine can get 125 in et and 250 stable in cod4...
