Program to regulate data traffic

As the title says i'm in need of a program that i can use to allocate/divide the bandwith to several PC's. This because when my housem8 streams the router gives him priority (since he's wired) and my internet connection (i'm wireless) starts to lag (even tho our internet is fast enough to support both).

I've tried netpeeker, which works really nice and even gives me remote access to all of my housem8's datatraffic (lol), but it doesn't work on his pc and just makes it blue screen (works nice on mine tho).

So i need something similair, hope anybody knows a reliable one that isn't full of spyware and shit!

You could just use your router's QOS capabilities to give his port/MAC address less priority in general, but as far as I know it has always been a bitch if you're on wireless.
sadly enough haven't really been able to do anything with the router settings to improve it even slightly :<<

Netpeeker looked so incredibly promising, and it worked so well on my pc for some reason it just makes his bluescreen me sad :<

you can select/choose the data traffic in your router setting for port 1, 2 and so on, but thats not possible by a 5€ one ofc
like my router is 5€ xD But it's completely router dependant, and ours sadly doesn't support that.

there was also somethink like bandwidth controller if i remember right
i think netlimiter is what you need!

downgrade his ethernet port from 10/100/1000 to 10/100 ? :D
limit bw by ip/mac. the only possibility is to NOT let anyone use 100% of your inet connection
