Server Config?

Plz here only those ppl write who have a clue how to config a server.

I got a problem with downloading...
I am hungarian and for me perfectly worked.

Here are the DL, RATE things from the server.cfg:

set sv_dl_maxRate "42000"
set sv_allowDownload "1"
set sv_wwwDownload "1"
set sv_wwwBaseURL "http://versniper.uw.hu/et/"
set sv_wwwDlDisconnected "1"
set sv_wwwFallbackURL "http://versniper.uw.hu/et/"

For me worked the map downloading with 200 kbsec...
But other ppl (imo from other countries) have problems...
