There's less luck involved in gaining ELO in chess, since you and your enemy are the only variables in games. It also more accurately reflects your skill as a player, instead of both your skill as a player and your skill in cooperating with random people.
there's also the luck factor in mtg, just like in poker. cards draw bad but good players win in long run. I dont know how you can count elo from constantly changing team of 5 or have individual elo at all in such circumstances, but I guess "luck factor" is the most important variable to be mentioned here.
