In Skyrim all the guards share the same few voice actors and lines, which they keep repeating as you pass by them. The especially famous one is "I used to be an adventurer like you, until I took an arrow to the knee", which some retarded 9gag/ebaumsworld kids found funny enough to spam everywhere.

It's basically the Skyrim equivalent of "I saw a mudcrab the other day". Or "Stop right there criminal scum".
