Germany and the English language

How come that most of Germany's inhabitants don't know a tiny bit of English?
Isn't it taught everywhere? It's not about the spelling or the ability to write 100 percent grammatically correct sentences because, let's be honest with each other, that's like the hardest part in this language and you need to study real horrowshow if your mothertounge has different origins.
Yet there are some Yermans like
TimeN who seem to be very fond of the language or at least sound very experienced, almost native lvl in terms of quality, disregarding accents or dialects.
Furthermore, there are almost no TV channels in Germany which broadcast movies, tv series like Dexter, How I met your mother in original audio unlike in Austria or Switzerland.
Germany is a special country with his history and my theory is that the country itself may be a bit..how to say that..obstinated (in a stubborn way)?
Not talking about specific characters or persons but the nation in general.
And I'm not critisizing anything, just asking out of interest because I stumbled upon a recruitment thread on HoN forums (GERMAN SPEAKING ONLY) and oh WoW that kid can't even spell in German ~_~
What are the reasons?

i guess its because some known people like westerwelle and so on dont speak it very well, even if they should :D
You complain that there are no TV channels that broadcast english tvshows? Well thtats probably because it doesnt sell. It is all about profit. What do most germans speak? German. So you can make most profit with german tvshows. On paytv you can also change on almost every movie the language to english ;)

Many of the old Anime series just have a fantastic dub, the movies from the old days on the other hand are dubbed as shit whereas today's are well done.

you wanna watch a movie? go on holidays? find something in the internet? there is enough offers in german, therefore you're not forced to speak and practice the language unless you decide you want to.
Nobody cares about German, well mostly nobodys at least.
It's beeing taught in Bosnia & Hzg. for example, my homecountry.
A theory could be that people are too angry at the english nations because of WW 2. I mean, deep down below something like that.

Since I remember it has been that way so for me it is kinda unpleasant to watch dubbed movies.
The fact however is.. if you go to a small shop or service, people working there won't be able to speak with you in English.
Other random fact is.. Netherlands is the best place to speak English :D
Germans love to discuss the weather, which is either to hot for the season or to cold for the season, but never seems to get it right to please everyone. What a bitch!
Germans truly hate their own country with devotion, they buy flags only during sport events. But if you are seen with a German flag 2 weeks after the sport event on your car, you are either a Nazi or of Turkish origin.
Due to its big population, Germany has a ridiculous amount of TV stations which all send the same crap. If something is not dubbed into German, nobody will watch it... at least that is what they think because there simply exists nearly no undubbed TV.
Most myths about Germans are not true. In fact we are lazy, don't drink THAT much beer and wear our Lederhosen only when making love to big breasted women.
