It's probably cause you installed ET under a different directory/folder name.

I don't think you actually need to have the PB services on to be able to get a cl_guid out of the etkey file. So just use the "Get an ETKEY" button on the front page of that site to have it generate one for you.

Alternatively, if you can't get it working without installing PB, download this to install the PB services. You'll still need to manually grab the etkey after this.

It's just that the PB services do nothing unless the game client also has PB installed and enabled (which it probably won't have without using pbsetup which doesn't work any more), so I don't see why installing them would be necessary.

Just do the manual install. For XP it's there, for windows 7:
1) Navigate to X:/Users/Appdata/Local/Punkbuster/ET/ and delete the "pb" folder with all its contents. (Appdata is a hidden folder)
2) Create a new "pb" folder and copy the contents from the zip in that folder.
3) Connect to a server with PB activated and you're done.
