they sure have money with them or at the place they stay. They will bring the money if you hold something important back, like ID or passport. Hotels do the same to ensure payment.
e: the only problematic thing is beating people up. Just imagine they fight someone who is not their level and suddenly one of them is badly injured for life. A nice price for something you could have avoided to pay. Just report that kind of stuff to police and they will handle it. I even manage to talk to people so they stop that stuff. It really works, even with complete drunkards.
