Not really, because they used a powerful NVIDIA GTX instead of the mid-range ATI card that should be in the final product. People are also wondering why Microsoft doesn't seem to trust Windows 8 enough to run that instead.

The xbox one can run windows without any issues, it is using an AMD soc and afaik uses the x86 architecture. They probably used the xbox hardware and put it in a PC case for whatever reason they had.
