if you are using Norton Internet Security, disable it

EDIT: based on some google results it seems that it's not only a Norton problem but other security programs as well. so check your firewall isn't blocking ET

Anyways, its definately a winsock problem, turn of firewall etc, (some virusscanners may block packets as well, turn those down as well).
