the windows ETTV binaries are broken in the new versions and all players go 999 as soon as they connect.
You can have a linux matchserver and a windows broadcaster, but it's really not as stable, or as pleasant (no ettvd) as using it on linux.
edit: it's possible to get the matchserver to stop 999'ing people by rcon'ing timescale off 1 then back to 1. The match server will still be pretty unstable though.
well, it can be done. I've got 2 windows broadcasters and a linux matchserver and they will run like that.
But I've also got some linux broadcasters and honestly they are so much more reliable that I wouldn't hesitate to change our windows ones to linux if I had the choice.
That and ettvd makes life easier and is linux only.

also i tried askingthe admins, arni doesnt answer and skooli just sends a link to wolfwiki
