low fps pro gamers?

Have a eazy question ofr the 1337 community here :x
Anytime in rtcw or et history some guys hadn ´t stable fps?
so like fall down ~ 40FPS

no one beats my 800MHz, 256 ram and FX 5200 (used to have an MX440 too, but the new card, which I got from my brother because he bought a new one, didn't increase my fps.. or hardly did) + I have to play at r_fullscreen 0 on a 17 inch monitor, OWNED.

=> 13 -> 43 fps
