I don't think there are any nice PHPNuke themes anymore, they've all been used to death and look rubbish now. Custom-made themes are way forward, but I'm guessing you don't want to make your own ;<
Then I would suggest finding one that looks nice and then modifying it. Since the layout will be as you want, all you have to play around with are the colours and images. It's actually not as hard as some may thing and the results can be really good.
