In history it was but then netherlands became larger and Brabant and Zeeland came but in 1800 or something it was the southern part of Netherlands

South-holland isnt southern netherlands. Historically, the first Dutch Republic consisted of 7 provinces, Holland being the most powerfull. This is now splits in two, North and Souht being a province.

The Netherlands is often called Holland because it was the most powerfull and important province, just like UK is often just called England.
