if you have admin rights, right click "server admin" > "login"

and then right click "server admin" > "Ban.." it should be there

try in the chat window with server admin /rcon help, it should give you a list of commands, easy stuff

login @ server admin, go 2 the chat window and type /rcon banlist, after that u get some ips, just do /rcon bandel "the ip u would like 2 unban"
