need a names of progys for making animated cartoons or just cartoons ( 2D or 3D ) ...

any help would be appreciated

draw every picture in photoshop, and compress them with virtualdub, np

Well if you mean something like to create an avatar with an animation, then I recommend using a program called EASY GIF ANIMATOR. Just collect some pictures and animate them with that prog. You can adjust the speed etc.
