Bring back 20 second soldierchargetime!

Face the facts, soldierchargetime was raised only because of the almighty mortar weapon, something which isn't available in competitive config anymore. So bring back 20 second chargetime for soldiers, to enable more intelligent use of panzerfaust (and the possibility to spawnrape allies in battery)!

Edit: To disturb your tiny grey braincells a bit more, try to remember if there was any greater whine from panzerfaust back when the chargetime was still 20 seconds?
