I had the same shit. Log in as ref and set a cb config. Otherwise you need an autoexec.cfg to can get started ur server.cfg

edit: set vote_allow_referee "1" <----server.cfg You can vote to referee some1 but you cannot referee yourself :/ Whats the command that will allow that?

Is there refereepassword set in the server? Try setting it first if you have rcon or direct access to the server.
