Sadly not - these four men ar Latvian Legionnaires, not SS units. And they weren't judged as the SS ones, as they didn't do any crimes to innocent people. They were the men who defended Latvia from "Red Terror"

You need to install the UXTheme.dll (complete guide on how to on that page). After that you extract the theme you downloaded to C:\Windows\Resources\Themes. Then you can use the built-in Windows theme manager by right-clicking on your desktop -> Properties -> Appearance.
hmm, i did like the guide said, i have uxtheme.dll + uxtheme.dll.old in system32, i rebooted, xpmc directory is in resources/themes, and i dont see that theme in appearence place
