pc probs...

Yea i'm running vista on my new pc ( using my old one atm) and every other time i boot up

I'll go to control panel and it does the loading symbol to open it up, and then nothing happens. try it again start > control panel then nothing happens. I have to reboot so i can open control panel. anyone else have this problem ? or knows how to fix it.
