LC fluid

I need to refill my liquid cooling system, does anyone know where i can buy the fluid (relatively) cheap in BE or somewhere else with cheap transport fees?

also, could somebody translate this 4 meh?
or just the most important things in it...

gedestilleerd/demineralized water, you can get it at a gasstation or car parts shop :d
€0.50 for a liter at most imo.
But I'm not sure if this is the water you need....
