Is using of this cvar on the server where its allowed considered as cheat?

Its cheat protected, so you wont gt kicked if you try to enable it, but nothing will happen.
Thank you, does this mean that using it on server where its allowed is not considered as cheating in your opinion?
It won't be working on "normal" servers. But you even won't get banned, if you configured your server to that it is possible.
