reinstall windows xp

I want to format my harddisc and then reinstall windows xp. I got an disc of windows xp but when i load it it says: The version of xp on the cd is older then the currently installed windows xp version. The setup can not be continued. How can i still continue formatting en then reinstalling ?

restart pc -> BIOS -> Boot from CD -> Insert windows xp cd -> then you can format all hard drives and after that install xp.

i am finished now, but now at IE and firefox when i scroll down at a page or just with the arrows it gives a strange wave and the page goes very slow downwards
