Disconnect your bouncer from quakenet, then wait 60 seconds and reconnect it.

btw if you are using nnscript, do:

/setup -> Protections -> Personal and disable Text Flood & Notice Flood.

if quiting/reconnecting doesnt work you have to change your vhost ;)
