yes, thats is because he is flying around as a spectator, when the teams are speclocked..
If you try that yourself, your screen will also turn out like that

how you know hes flying around? and if your saying you cant fly around while teams are speclock, you should join a server...

If both teams are speclocked, you can fly around if you are spectator, but you cant see much. =P
And I dont know if he is flying around or not..

I think you kind of misunderstand me. =S
If you go to a server as spectator, and both teams are speclocked, and you aint specinvited, and someone take a PBSS of you; then your pbss will look like the on in this journal. (afaik)
