i know i am a noob

look...i know i am really bad in cfg's , servers , working with irc and stuff like that but i need your help.
i downloaded this new cfg but when i exec it , there are like 10 cfg's over eachother -.-
where should i put this good cfg and how should i call it so that , when i join a server, it immidiatly works

/cvar_restart; exec name.cfg

Rename the name.cfg to autoexec.cfg, and you're done.

rename it "autoexec.cfg", put it in your "etmain" folder, the game is loaded, open console by pressing ² (azerty) or ~ (qwerty) and type "/exec autoexec.cfg". That should do the trick.
