lagging connection

Is there anyway to tell whats lagging up your connection. I can usually download streams in like 1 minuite completely but its taking nnearly 30-/40 mins.

I have a wireless router that someone may be using in my street or something but i have a secure p/word so that should be ok....

Any ideas?

new password on the router or enable the allowed devices list
reset/boot everything
