bot probs

Counter Strike Source ; create server
i put all bots in same team, me alone (duh) and i add 30 bots
how come the game only adds a maximum of 3 on the opposite team if i'm alone?

how to fix this? so i can frag 30 knife-bots :D

thx but i cant open console for some funny reason (yes its enabled in the menu and i have bind x toggleconsole in my config)
