SonyVegas speed problem

OK, so I got a weird problem here... would be really great if someone could help me out with this:

This is my part of a clip witout speeding it up. (doing that with holding control)

Now this is my problem, if i do speed the clip up then I'm getting those weird lines...

i have that problem except it isnt black and white

i have lines going across and it still has colour :D:DDD but still i want it fixed :<<

a) reinstall
b) new gfx drivers
