restart server after changing server.cfg

well .. i got a server , but when im trying to set some command it says "No rcon password is set on the server" , so i tried to change it via ftp @ server.cfg , but it still says the same :S any help ?

how am i restarting the server ? :S im rly not understanding @ this stuff :\
