sharing net probs

Hey , i got a prob with my flatmate who i am sharing net with . From some time ago he love watching tv via net stream . When he is doing it , i got 198 ping ( i got 50 mostly ) . Is there any soft to avoid this situation . I just would like to have a border in our packet transfers - half for me & half for him . any suggestions ?

Set up Quality of Service on the router you're using, or install a net limiter on HIS computer.

It all depends on where the congestion is.
