Config for max fps

Hello, well using laptop as current pc, until i raise funds for super pc, so i need a config to give me the best possible fps. Someone please link

I was away from my pc for a couple of months. had only the laptop, and played ET a few times on it, but it really wasn't fun, as it was virtually impossible to any good aiming etc.
