c) they have evidence that a player has cheats on his computer ( If the evidence is unclear or incomplete, the report will be discarded.)
since there is absolutely no evidence that the players are guilty of one of these things, they cant be banned from clanbase
dunno if xfire has also a rule :
d) " we ban players who ask cheats" so they can refuse these players at CDC / xfire tournaments ?
btw ofcourse xfire might have more than only this evidence , so all above here is based on the asking-cheats-as-proof only
