Shoutcast serv

Is it possible to make one in winamp, i mean you should be able to shoutcast ET matches and random talk n so on, not only publish the serv in shoutcast.com.

And how do you set up the link for ppl to connect to your sc?
i know icecast is one opportunity but it was way too complicated for me, as i dont know much about coding and so...

or maybe VLC would be the solution? or are there any other programs to use?
