It's a movie scene.

U can see easily that it isnt real by the 2nd police car, which parks on the other side of the road.

But the 1st time Ive seen it - about years ago - I rofled.

First of all: why does the guy with the camera film the car?
Also the police men wouldn't just rush into the bank. They would wait for the SWAT team to arrive. As for the waiting car: that must have been the doughnut shop on the other side of the road :D
