Laggy Server // Good Server

I am sick of the opponents comming to our server and starting flaming and i am sick of my mates starting to argue wether the opponent's server is fine or not.
What is important for a server besides it's hardware and connection?
to be more precise:
what do the competition configs not "force" that should be enabled // is there really a need of a "good" server-config and if yes, what is important in it, why and where is the best server cfg avi?
what do u think/like/dislike about the server's standart config?

Some servers feel better than other... (unrelated to pings)
Ping matters ofc

modified cb cfg with forced rate and maxpackets is nice

Some servers give me smoother fps (?)

i think that the biggest problem is that many companies overload their boxes by hosting more game servers on one machine than they can properly handle in order to save some money

a few years ago i've played a 3v3 war vs some israeli guys on their server in israel. we had a constant 150 ping, the game was much smoother than the games we normally played on many servers hosted in nl/uk (i think we all know who are the most used providers)
so basicly if you own a dedi you have a good and smooth server. which is not allways true there are many factors involved i guess

yeah whining is lame... i hate that when they whine about ping or unhitable, but who cares really... just another scrim
