net problems

Ok,
my ping on uk servers is 600+.Wbpages take an age to load, i.e to load xfire.be takes a good 10 seconds. However, i can download at like 600-700kb/s!
WTF? How does this work? Is there anything i can do?
ps im on vrigin bb which i know are shit generally. Theyre fair usage policy isnt quite the cause though because this continues well after midnight. The problem isnt restricted to certain times of the day although is worse during 'peak' times.

nope i mainly use ie but ff doesnt make any difference.
Rebooted stuff loads of times and it doenst change anything, its not a sudden problem, its been going on for ages
