Makes no sense, why do you want, that users are allowed to download a whole html-file? If you want to get the source (PHP stuff etc)... believe me, it doesn't work. In PHP there is a nice gadget, called PHP parser. This thing is "parsing" the PHP code into html... it's hard to explain as a non-english-speaker lol

But there are some php scripts, which compel arrangements... So if you click on a link, you are going to download this file In most cases the browser want's to open this file, but if you installed this script, it doesn't. Another way to offer html files to download is the option to make a zip archieve o_O

yes, you save the site from file > save as and it saves a .html file and a folder with all the pics and stuff, then you upload those to your homepage.

you won't be able to save the php things, like polls, login, etc...
but as said before: File -> Save as
