I was wondering the same, I had even lower 'scores' when I used Opera or firefox, seems that IE gives the best 'score' even thought it's still too low. (I've 100/100 Funet :)

max rate 25000 in ET which is aropund 25 kB/s which is around 200 kb/s so everybody with less then 400 should be banned to be sure with all those pb shit and stuff and msn running in background
