Not even once a month i get comments about my 63 maxpackets.

snaps and rate limit the clients download. snaps sets the amount of snapshots send to the client by the server and rate limits the bandwidth. (e.g. snaps is set to 20: if your rate is too low and you exceed the limit after, say, 19 snapshots the server will not send you snapshot #20 or delay it(?))
I thought they basically have the same function? (At least their values are always going to be proportional, at least in ET anyway)

Local client (independent fps value) sends information to server, server regardless of how many screenshots client is processing, only 'passes on' (processes, i.e. calculates damage done etc) 20 (in this case), to client B, whose also probably playing with a different fps value.
why cant we use b_simpleitems 1?

It looks really easy to change (unless I'm mistaken), but it can't be done in a mod so they wouldn't be able to do it without id/Actv releasing a new client update.
That's why sv_fps is locked to 20 in etpro.
Snaps 40 is pointless without sv_fps 40. The server can't send more snapshots than it rendered.
Just using snaps 40 with sv_fps 20 might result in the server rate-limiting the client (not sending or delaying snapshots), because the server miscalculates the amount of data it send to you (or smth like that; there's a post by reyalP(?) on the etpro forums about it).
CPMa on the other hand is optimised for sv_fps 30, thus using snaps 30 is the best option.
mouserate + fps is quite an important thing to have synced, but vsync is really overrated
So mouse hertz 500 and maxfps 100 = 5 = fine
hertz 1000 and maxfps 125 = 0,8 = not so fine
hertz 500 and maxfps 125 = 4 = fine ?
500hz and 125 fps isn't rly synced :)

100 Hz / 100 packets / 100 fps / 500/1000 Hz mouserate / process priority -> high
One solution would be to force monitor Hz to 125 with powerstrip but cba to configure :>
