When i put in vegas render resolution to 1280 x 720 vegas adds strange border to up and down. How to disable it :o

why the hell do you else think that hd monitors have a shape like the one of your clip? as long you dont have one of those monitors you'll never get rid of the borders ;)

he was talking of "vegas adds strange border to up and down" so it just could have smth to do with the black borders on the top and the bottom.
go back to school and learn to read
