hz changer/accelfix

Since my PC crashed yesterday, Iam in need of a HZ changer, the one I had before was posted by Bl1nD and just changed the hzrate of the mouseport. Furthermore it would be quite nice if someone could tell me if this hzchanger also fixes the accelbug...

i dont use any accel-fixer and have no negative acceleration.
