is there already a person with a warning level?!

wel i didnt read the entire news article but it seems to me admins have just more work by watching the ppl wich are naughty and dont follow the rules and then give him a warning level! wich will follow ofc with journals like: omg i just talked 2 words dutch and i get 30 points [or w/e]
