for 650 you can build a nice performing amd/intel based system..
For that price it can have a better vidcard, bigger hd and the memory is not specified here so it's probably slow-ass memory. Plus, that housing is fugly.
cpu: Intel E8400 / Q9450
cooler: Xigmatek HDT-S1283
memory: 2x 2GB DDR2-800
graphics card: Radeon HD 4850 / HD 4870
+everything else you need, basically HDD, Case & PSU.
I wouldn't get a quadcore without knowing that I need one, having a need for those two extra cores is crucial in determining if it's any use to you.
Got that one atm, thinking about upgrading the one or the other thing, I think the most necessary thing might be the CPU, and maybe another GB of RAM. What do you think?
And, I think you CPU would easily stretch to 3.2GHz with proper cooler, as above mentioned Xigmatek.
